Note that according to news reports, the goats are doing this so they can lick the salts exuded from the rocks of the dam. They eat a vegetarian diet, and often lick minerals and rocks for the salts essential to maintaining health. When I was young, we raised a herd of goats for the milk and occasional summer barbeque, and we maintained a large, one foot cube salt block on top of a two foot post in the farmyard next to the goat shed for the goats to lick. We kids of course had to try it from time to time.

Matters not if there is some exaggeration due to angle and focal length of camera. Watching the goat stroll across the middle of the face of the damn, even if it is only 30 feet above base, triggered my fear of heights, just watching.

its just a camera trick u can see the real inclination of the dam at the end of the video, the rest is shot with the camera tilted to exaggerate it with horizon line unseen
